1. What download & upload speeds will be available?

This will depend on the specific technology we use to deliver Internet access to your community. Liberty Europe will provide the highest speed possible whilst still maintaining a competitively priced service. We offer a minimum of 512kbps download, which is nearly 10 times faster than a telephone “dial-up” service. We offer a minimum of 256kpbs upload, which is nearly 5 times faster than a telephone “dial-up” service.


2. Will you install a satellite dish on my roof?

No, the Liberty Europe Network broadcasts a wireless network in your neighbourhood that is more like a mobile phone network (radio waves all around you that your computer can receive) than a satellite broadcast network.


3. What set-up costs will I have to pay?

Set up is FREE with Liberty Europe. Providing your laptop or desktop PC is ‘wireless enabled’, then you don’t have to pay any set up charges. “See also WHAT DO I NEED TO USE THE LIBERTY EUROPE NETWORK?”


4. How long is the contract?

The initial contract is for 12 months. At the end of the 12 month period the contract operates on an ongoing basis with a 1-month ‘notice of termination’ period.


5. How do I pay?

Payment is monthly in advance by Direct Debit. You can also pay for the entire year – in advance, by Credit Card, Debit Card, or Personal Cheque.


6. What compensation do you offer if the service doesn’t work?

£1 per 24 hour period where the service is down, claimed by the individual where the service is off at our fault.


7. What happens if you get patchy coverage.
e.g. it works in the lounge but not in the study.


Where inconsistent network reception is experienced we will endeavour to rectify the issue but if a solution is beyond economic viability we will consider termination of the contract.


8. (Concerns over 50p/min support line) – Will there be a normal number to contact i.e. during the trial period whilst teething troubles may arise?

During the trial period a local rate number will be available from Mon – Fri (9am – 5.30pm) when full support will be offered for new customers experiencing technical difficulties relating to our wireless network. There will also be an ‘out of hours’ number available for customers unable to contact us during the day however some issues may only be resolvable during business hours.


9. What happens if someone moves house (will the contract be transferable)?

In the event of a customer moving house Liberty Europe requires 1 month’s notice (including proof of house move) and 1 month’s full payment.


10. Who are Liberty Europe?


Liberty Europe is a leading operator in the wireless Internet industry, with offices in Manchester and Oxford. We operate ‘Public Wireless Internet-Access’ services and have, for example, designed and installed the largest ‘whole hotel’ wireless network installation in the UK, at The Coppid Beech Hotel in Bracknell.

Liberty Europe was founded by Barry Shrier in 2002. Previously, Barry was hired by Deutsche Bank to launch Paybox, the world’s first international mobile payment system. Barry was Managing Director for the UK and European spokesman for Paybox and is a leading public speaker and authority on mobile commerce and Wireless Internet.


11. How will I get connected to the Internet?

You connect to the Internet using a radio technology called Wi-Fi. Unless your computer already has Wi-Fi built in, you will need a small piece of additional hardware which you can buy from the Liberty Europe Website (see www.libertyeurope.net). These cards plug into your computer to provide a radio link.


12. How does the network work?

The network uses a radio technology called Wi-Fi. Computers connect to the network using client cards. These cards communicate with Access Points which in turn are part of a wired network connected to the Internet.


13. What is WI-FI?

The broadband (high-speed) wireless web is being built around a technology known as Wi-Fi, or IEEE802.11. Wi-Fi stands for wireless fidelity, an increasingly popular networking standard that's used to create Wireless Local Area Networks (WLANs) in homes and offices at speeds up to 54 megabits per second, far faster than the peak 384-kilobit-per-second rate so called 3G (for third generation) mobile phone networks. Wi-Fi in short, refers to connecting the computer to the Internet using radio waves.


14. What do I need to use the Liberty Europe Network?

If your PC is already equipped with a WiFi network interface then you are ready to connect to the Liberty Europe Network. If your equipment (PC or router) supports WiFi then it can connect to our network. You can use Windows, Linux, FreeBSB, Mac OSX, BEOS, Palm, etc. on your PC, or a dedicated WiFi router.

You can buy an 802.11b WiFi network interface adapter from Liberty Europe or any other retailer. The WiFi interface adapter must be 802.11b compliant. The type of adapter will determine the maximum connection speed you will enjoy.

15. Can I Get Liberty Europe Now?

16. When will Liberty Europe come to my locality?

Liberty Europe can supply its high-quality Wireless Broadband services in your community as soon as we have sufficient residents who agree to a 12 month service. We would like your help to recruit people in your community and in exchange for helping us you can get free Internet access.

17. How do I connect?

First, you will need to ensure that your computer is Wi-Fi enabled. Please see What do i need to use the Liberty Europe Network?

Simply allow your WiFi network adapter to discover the Liberty Europe service. You do not need an encryption or authentication key. Our servers will automatically issue your PC with an IP address and other essential settings, using Dynamic Host Control Protocol (DHCP).


18. How do I register?

If you aren't logged in, you will be redirected to the Liberty Europe home page whenever you try to access a web page on the Internet. If you are not already registered, you can do so quickly and simply by selecting a service plan and entering your personal (or business) and payment details.


19. Why am I not receiving the Liberty Europe signal?


Firstly confirm that your WiFi interface is working and can receive other signals. Check that others in your locality are able to receive The Liberty Europe signal. It is possible that a network failure or pre-planned maintenance has caused your local Access Point to be switched off. We will always post notices about planned maintenance on the Help & Support pages.

It is possible that another WiFi device is interfering with the Liberty Europe signal, or that something else is blocking the radio reception. Try relocating your PC or antenna.

20. How do I secure my data?

Most services on the Internet send and receive data without encrypting it. This includes email and web services. On traditional wired networks it is hard to intercept data, but with Wi-Fi it is possible (although difficult) to intercept data destined for other computers. Although it is illegal to intercept communications, it makes sense to protect yourself from the potential.

We permit ‘passthru’ of IPSEC and other related security protocols. Building secure connectivity / communications is the responsibility of the data’s owner. In addition, this type of connection is often determined by the ‘host’ end of the link i.e. the employer.

21. How much can I download?

You can download absolutely all you want, so long as you adhere to our acceptable use policy. Liberty Europe is about freedom for you, our customer, to get all of the benefits possible from your Liberty Europe connection to the internet.


22. Email accounts.

Receiving and sending email requires you to setup an application to check for mail and to direct your mail for forwarding. The Receiving of email is commonly done through the POP3, and the sending of email is done through SMTP. Each email provider has a unique POP3 and SMTP setting. Most settings can work universally, whereas some providers cannot be accessed from locations outside their network. If it is the case that your present email provider doesn’t permit access from locations outside their network, you will need to get an alternative email account.


23. Can I run file sharing applications?

Provided that you abide by the Liberty Europe Acceptable Use Policy (AUP) we have no interest in what you use the connection for, and will not monitor it. It is against the AUP to illegally transmit or receive data for which you do not have copyright, trademark, or other intellectual property rights or permissions - in other words, downloading copyright music and video.


24. Can I run servers?

Yes, although our service is for the community user rather than to run a business from. If you would like to host Internet servers, we will gladly work with you to provide a suitable cost-effective solution.


25. Can I connect to Liberty Europe away from home?

The service is only available within the community to which you are subscribed; we do not currently offer “roaming” services.


26. What radio communications licence permits the
Liberty Europe Network to operate?


The 2.4 GHz band is a licence-exempt band and may be used without a Wireless Telegraphy Act licence, but subject to certain conditions as set out in the Licence Exemption Regulations. These conditions include certain minimum technical parameters that are detailed in the relevant UK Interface Requirement IR 2005. We make use of the provisions of S.I. 2003 74.
